Research Ethics Committee

The Research Ethics Committee deals with research misconduct in manuscripts submitted to, or articles published in, Review on Nuclear Energy Strategy and Policy. It receives reports, decides whether to investigate, investigates and makes findings, and resolves on sanctions. It takes no part in peer review, which is the responsibility of the Editorial Board.

Composition

The Committee consists of not fewer than four and not more than seven members, including the chair, and a majority must belong to an institution other than the publisher. Members are appointed by the Director of the Institute and serve a term of two years. A member who is the person reporting, or the person reported, in a case takes no part in deliberating or voting on that case. The Committee at present has a chair and three members, 4 in all.

What the Committee does

Function	Detail
Receiving reports	Anyone may report suspected research misconduct, orally, in writing, by telephone or by electronic mail.
Deciding whether to investigate	The decision is made within 30 days of receipt. Where the Committee decides not to investigate, it tells the person who reported the matter why.
Investigating and deciding	An investigation panel is formed, and a finding is made within six months of the day the investigation was opened.
Deciding appeals	Where the person investigated appeals against the finding, the Committee reconsiders the matter.
Resolving sanctions	The Committee resolves on retraction, publication of a retraction notice and a bar on submission, and the Editorial Board carries them out.
Keeping records	Investigation records are kept for at least five years and may be published once the finding is made.

From report to outcome

Report1 / 6Anyone may report. A report may be made anonymously, but an investigation can be opened only where the report identifies the article and is accompanied, in writing or by electronic mail, by evidence from which the specific misconduct can be seen.

Decision to investigate2 / 6Within 30 days of receipt the Committee decides whether to open an investigation. Where it decides not to, it gives the reason.

Investigation3 / 6An investigation panel is formed. Every author is sent written questions and given the opportunity to answer. The person who reported the matter and the person under investigation may both make submissions.

Finding4 / 6A finding is made within six months of the day the investigation was opened, and is notified to the person who reported the matter and to the person investigated.

Appeal5 / 6The person investigated may appeal against the finding.

Sanction and publication6 / 6Sanctions are carried out once the appeal period has passed. Where an article is retracted, the full text is not deleted; a retraction notice is attached to it.

Protection of the person who reports

The identity of a person who reports suspected misconduct is not disclosed in any circumstances. Identifying information is held separately from the case file and only the chair of the Committee has access to it: not the other members, not the Editor-in-Chief, not the editorial secretary.

No detriment of any kind follows from having made a report, and that holds even where the investigation finds no misconduct. This protection does not extend to a report made in bad faith, without any ground for believing that misconduct occurred.

Reporting anonymously

An investigation can be opened only where the report identifies the article and is accompanied, in writing or by electronic mail, by evidence from which the specific misconduct can be seen. A report that names a person without any supporting ground is not investigated.
