Editorial Board
The Editorial Board of Review on Nuclear Energy Strategy and Policy is responsible for peer review and for the editing of the journal. This page states who they are, what they decide, and how a member who has an interest in a manuscript is kept out of decisions about it.

The editorial secretary carries out the administration of submission and review and is not a voting member of the Editorial Board.
Composition
The Editorial Board Regulations require at least five members, a majority of whom must belong to an institution other than the publisher, the Nuclear Future Technology Policy Research Institute of Seoul National University. Departments and affiliated research institutes within one university are not treated as separate institutions, so a member at Seoul National University counts as internal whatever their department. Members serve a term of two years and may be reappointed. Members are appointed by resolution of the Editorial Board from among researchers with a publication record in nuclear policy, strategy, technology, safety or non-proliferation.
What the Editorial Board does

| Referral and decision | The Editorial Board receives the intake report from the editorial secretary, decides whether a manuscript goes out for review, and issues the final decision once all reviewer reports are in. Where a manuscript is not referred, the author is told why. |
| Appointment of reviewers | Two reviewers are appointed for each manuscript, on the recommendation of Editorial Board members. Where delay must be avoided, the Editor-in-Chief may appoint directly and records the reason. |
| Making and amending regulations | The Board resolves the making and amendment of the five sets of regulations. Amended regulations are published in full, with the record of amendment. |
| Deciding appeals | Appeals against decisions are decided within 30 days. The person who made the original decision takes no part. |
| Assisting research ethics cases | Where misconduct comes to light during review, the Board notifies the Research Ethics Committee and supplies the records the investigation needs. |
The Board holds at least two regular meetings a year and may hold additional meetings or resolve matters in writing. Minutes and follow-up actions are recorded. At the first regular meeting of each year the Board designates, in order, the members who will act for the Editor-in-Chief, choosing so far as possible from members outside the publishing institute.
Recusal
Where an Editorial Board member is an author, that member is excluded from every stage of the review of the manuscript and has no access to it in the submission system. Where the Editor-in-Chief is an author, the member designated in advance takes charge of the review and exercises the powers the regulations give to the Editor-in-Chief. In a board of this size it is not realistic to expect that members will never be authors, so the journal cuts off access rather than pretending the situation does not arise, and records who stood down, on what ground, and who acted instead. That record is reported to the regular meeting.
