Nuclear Future Vision for 2050: Advice for the Export of 10 Nuclear Power Plants by 2030 after the Export of Barakah Nuclear Power Plants to the UAE

It has been 10 years since the UAE’s Barakah nuclear power plant was exported, but apart from recent projects such as the construction of secondary system structures and the supply of equipment for Egypt’s El-Dabaa nuclear power plant project, there have been no significant achievements. While considerable efforts have been made for new nuclear power plant projects in the Czech Republic and Poland, political issues have left the outlook uncertain. In particular, recent disputes over intellectual property rights involving Westinghouse have increased uncertainty. In this challenging environment, how should Korea pursue its nuclear power plant export strategy? The vacuum caused by the nuclear phase-out over the past five years has resulted in greater consequences than initially expected. Networks across academia, industry, and government between Korea and the United States have been destroyed and lost. The United States, while recognizing the excellence of South Korea's nuclear power industry technology, seems to approach nuclear power exports competitively rather than collaboratively, prioritizing mutual support for overcoming challenges. This competitive relationship between Korea and the U.S. increases the likelihood of Russia and China securing projects in countries introducing new nuclear power plants. Amid such challenging relations, this study proposes examining the nuclear power export strategies of competitors like the U.S., China, Russia, and France, and suggests ways to establish a cooperative nuclear power relationship between Korea and the United States.
